A listing is decided long before admission, by whether the file stands up. The sponsor's confirmation on Financial Position and Prospects Procedures is the one piece of that file the 2024 reform did not remove — and it is the piece issuers in frontier markets are least prepared for, because it tests process and record-keeping rather than performance.
